Valve's official templates are only available as 20+ individual Photoshop files, so it can be cumbersome to keep things organized and looking consistent. Between that and double checking the documentation, you're probably switching contexts pretty frequently. On top of that, the only way to see how your assets will look on Steam is to upload and publish them, making it difficult to rapidly iterate on your designs.
